To maximise impact, the project partners seek support to disseminate and activate the PAC Playbook across other European cities. A key need is coordinated outreach to municipalities, mobility authorities, urban planning agencies, and civic organisations, by combining and leveraging the partners’ respective European contact networks (cities, NEB stakeholders, mobility and public space actors).

The PAC approach is scalable because it is method-based rather than site-specific. It can be applied at neighbourhood, district, or city scale, and expanded incrementally through multiple micromobility hubs. The playbook supports phased implementation and can be integrated into existing municipal planning cycles and budgets.

The PAC Playbook is explicitly designed for replication. It documents the full methodology, tools, data layers, and co-creation process in a transferable format. While tested in İzmir, the approach can be adapted to different governance, data availability, and urban contexts, enabling uptake by other European cities without redesigning the method.

PAC supports sustainability by promoting low-carbon mobility, reducing car dependency, and improving walkability and cycling access. Social sustainability is ensured through structured citizen engagement, while institutional sustainability is achieved by embedding outcomes into existing policies (e.g. SUMP) and municipal responsibilities rather than standalone pilots.
