The POP was designed for use by public sector facilitators, academics, EU project partners, and other stakeholders involved in community-based innovation. It is particularly relevant for users working in municipalities, research institutions, NGOs, and civil society organisations seeking to implement or manage Living Labs. The POP can be applied by anyone with basic knowledge of co-creation methods, providing a practical, easy-to-follow approach for launching and managing a Living Lab in any geographic or thematic context.

The POP has been utilised by all 10 SCORE Coastal City Living Labs and has been iterated through this process. The POP’s structured, accessible format makes it a valuable capacity-building tool, helping to guide future CCLLs throughout their activities and influence climate resilience strategies at local levels.

The POP can be adapted for use by any city or community interested in creating and implementing a Living Lab.

Any community can utilise a POP to adapt a Living Lab to their own context.

Through the use of the POP, any Living Lab can implement the ideas of co-creation into a community to increase climate resilience and improve the lives of stakeholders, the environment and society.
