The City Performance Monitor (CPM) is one of a suite of powerful tools to support nature-based solution (NBS) co-creation, co-implementation and co-management. Grounded in the theory of adaptive management, CPM enables stakeholder involvement independent of time and place, ensuring active online stakeholder participation in bottom-up innovation process and decision-making. In addition, the CPM enables science-based decision-making though the use of an effective common key performance indicator framework and the capability to easily observe measurements from the sensor devices installed at NBS sites. The CPM allows all stakeholders to review monitoring data to supplement crowdsourced problem identification and validate identified issues with measured data. After NBS implementation, the CPM can be used to monitor the outcomes of the intervention and determine whether the implemented NBS has effectively addressed the identified issues. The CPM enables NBS performance and impact assessment and supports data-driven decision making regarding the need for NBS modification or maintenance through the provision of real time measures and comparison with associated indicators.

The business model for the City Performance Monitor tool is fully scalable whilst accommodating adaptation to each unique application situation.
The City Performance Monitor is fully replicable in that the product/ service can be easily duplicated and sold and delivered consistently and reliably to serve a theoretically infinite number of customers the same product, to the same standard.
The adaptability of the City Performance Monitor and its focus on data management and visualisation to support collaborative actions centred on resolving societal challenges makes the business model sustainable in the long term.
