The RRI-LEADERS project addresses a broad range of policies at a regional and municipal level, affecting the daily lives of citizens. To collect as much knowledge, experiences, and expertise as possible on the impact of the proposed transformation of the policy areas, inclusiveness of citizens is essential. In this way, the ambition of the RRI-LEADERS project is to ensure that not only policymakers, stakeholders, and experts are engaged in the intended transformation, but citizens are represented in the policy debate to share their values, opinions, tacit knowledge, and lived experiences.

- To raise awareness and possibly influence policy
RRI-LEADERS involves four different territories: Sofia (Bulgaria), Thalwil (Switzerland), Western Macedonia (Greece) and Sabadell (Spain), representing a diverse range of opportunities and implications for responsible research and innovation (RRI). All four territories have applied the citizen review panel method. The Manual can be used for the organisation of inclusive co-creation processes in territorial policmaking.
Local and regional authorities and Quadrauple Helix stakeholders are the most appropriate users of the Manual.
