This program supports development and model projects in officially recognized 'Zukunftsregionen' (Future Regions) in Lower Saxony, Germany. It is aimed at stakeholders who have received a formal approval from the EFRE and ESF+ managing authority for their territorial strategy under the 'Future Regions in Lower Saxony' program. The overarching goal is to strengthen regional cooperation beyond administrative boundaries and to unleash region-specific growth potential through joint action in key thematic areas.

The program funds both investment and non-investment cooperative development and model projects that are aligned with the strategic goals of each recognized Future Region. These projects must directly derive from the region's approved strategic plan and target the goals of regional innovation, sustainable development, employment, and cooperation.

Applicants may include local authorities, municipal associations, non-profit organizations, universities, public research institutions, and consortia involving academia, municipalities, and businesses. Also eligible are regional public-law foundations, chambers, and economic development agencies without profit orientation.

Funding is provided as a non-repayable grant covering up to 40 % of eligible costs in 'more developed regions' (SER) and up to 60 % in 'transition regions' (ÜR). The minimum eligible project cost is 100.000 Euro, or 25.000 Euro for preparatory studies or concepts. Projects must not receive support from other EU programs such as ELER or EMFAF.

Eligible expenditures vary by project type and may include personnel costs, honoraria, public outreach, consulting, and investment-related items. Simplified cost options and flat-rate components apply. Cross-regional or transnational projects are also eligible if they contribute to the goals of the Future Region. Projects must be completed within 36 months. Applications must be submitted prior to project start and undergo a quality check by the local steering group.
