This funding program supports the establishment and expansion of technology and start-up centers in designated GRW (Joint Task for Improving Regional Economic Structures) regions of Lower Saxony, Germany. The goal is to provide modern infrastructure to entrepreneurs and founders, enabling start-up creation and the growth of young technology-driven businesses. The funding is particularly directed at municipalities and non-profit organizations to create favorable environments for innovation and entrepreneurship.

Eligible applicants include municipal bodies, charitable organizations (such as non-profit GmbHs, foundations, associations), and other public or private legal entities not aimed at profit generation. The funding supports planning, construction, ancillary building costs, procurement, services, and investments in tangible fixed assets such as buildings, systems, and equipment.

The program offers non-repayable grants of up to 60% of eligible costs. Disbursement occurs on a reimbursement basis. Key criteria for project selection include the entrepreneurial potential of the region, the intensity of local start-up activity, the operator model and support services for founders, the contribution to regional development and cross-border cooperation, and alignment with cross-cutting goals like equality, sustainability, and decent work.

Not eligible are expenses for land acquisition, urban development planning, internal services from municipal companies, financing costs, and celebratory events (e.g., groundbreaking ceremonies).

Projects must be located within the GRW-eligible counties and independent cities listed in the program description. Applications must be submitted via the NBank customer portal before the start of the project.
