Cyber security and resilience in the energy sector in the Nordic region

Description

The call aims to enhance cybersecurity resilience in the energy sector across the Nordic region through cross-border collaboration and innovation. It targets the specific challenge of complex cyber threats in energy infrastructure, especially where IT and OT (operational technology) systems converge in the digitised Nordic energy system. The call focuses on the Nordic energy sector context and encourages cross-border (Nordic) collaboration.

Funding Amount

  • Funding up to €200 000 per project is available under this call.
  • The Research Council will cover up to 50% of the total project costs, and applicants must provide the remaining as own financing.
  • The amount of funding presumed available for this call for proposals is €1 million and is divided between approximately 10 projects.
  • Project maximum duration: 6 months.

Submission Deadlines

  • Application deadline: 26 November 2025 at 13:00 CET.
  • Earliest permitted project start: 1 March 2026.
  • Latest permitted project start: 1 June 2026.
  • Latest permitted project completion date: 30 November 2026.

Submission Conditions

  • Eligible applicants must submit in English. All attachments must be in PDF, and the main application must be made via My RCN web.
  • Consortium requirement: Applications must be from a consortium of at least two entities, consisting of: one cybersecurity organisation + one energy sector organisation.
  • Applicants must be established in the EU/EEA and must not have controlling ownership from outside the EU/EEA.
  • Eligible cost types include Staff Costs, Travel Costs, Equipment/Tech Consumables Costs (depreciation) and Subcontracting Costs. The Project Owner must obtain cost information from partners.

Eligible Applicants

  • Private companies (including start-ups, SMEs and large companies) are eligible.
  • Universities and research centres are eligible.
  • Other organisations that represent energy-related operators in the Nordics. Public authorities can also participate.
  • SMEs are explicitly encouraged to be included in projects, given the energy sector’s value chains.

Expected Outcome

  • Enhanced cyber resilience in the Nordic energy sector (including SME involvement) — reducing vulnerabilities and the risk of cascading failures in the electricity/energy grid.
  • Practical adoption of cybersecurity tools and methods (e.g., OT monitoring, penetration testing, risk assessments) and improved preparedness and response capability (including integration of cybersecurity into emergency planning).
  • Alignment with EU regulatory frameworks (such as the NIS Directive and the Critical Entities Resilience (CER) Directive) and development of scalable, repeatable cybersecurity solutions for the broader energy sector.
  • Cross-border collaboration, knowledge-sharing and co-creation of innovative cybersecurity solutions in the Nordic region that can serve as models for Europe.

Scope

  • Projects should aim to close the skills gap and strengthen the energy sector’s ability to detect, prevent and respond to increasingly complex cyber threats — especially across IT/OT systems.
  • They may cover aspects such as risk assessments (especially for IT/OT convergence), security testing of OT/ICS environments (penetration testing, digital twins, etc.), threat-modelling (adversary modelling, cascading effects, supply-chain dependencies) in the context of energy systems.
