mFUND – 4th Call for Proposals (Funding Line 1)

The fourth call under the mFUND program (Funding Line 1) by the Federal Ministry for Digital and Transport (BMDV) supports small research and feasibility studies with a strong link to data from the BMDV domain (mobility, infrastructure, environment, satellite, and weather data). The aim is to explore innovative uses, interlinking, and value creation from public data and to identify future data demands.

Applicants can submit project outlines in four categories:

  • Category A: Small-scale research/feasibility studies with strong data relevance to BMDV’s scope.

  • Category B: Same as A, plus direct contribution to economic transformation in coal regions (§17 InvKG). Applications related to the Central German coal region in Saxony are excluded.

  • Category C: Same as A, plus focus on the 2025 mFUND theme: “Mobility without Borders: Joint Data Innovations in Europe”.

  • Category D: Same as A, plus focus on digitalization in construction (e.g., BIM, digital twins), with mandatory practical implementation and industry involvement.

Deadlines:

  • Opening date: 01 January 2025

  • Submission deadline: 31 December 2025

  • Submission is possible continuously within this timeframe.

Eligibility:

  • Only legal entities (public/private).

  • Applicants must be based in the EU/EEA or Switzerland.

  • Strong federal interest must be evident.

  • Project start must not precede funding decision.

  • Excludes companies founded solely for the project.

Expected Outcome

The goal is to enable innovative and sustainable use of data in the mobility and transport sector, identify future data needs, and generate added value by integrating open data and application-oriented research. Projects are expected to contribute to data-driven mobility innovation, improved data governance, and regional development (especially in coal regions) while promoting collaboration between science, industry, and public institutions.

Scope

Funded are small-scale research and development projects, feasibility studies, or preliminary studies (max. 18 months) related to BMDV data. Projects must show strong practical relevance and societal or economic impact. Categories B, C, and D address specific policy goals such as coal region transformation, European data collaboration, and digital construction in mobility.

Der vierte Förderaufruf im Rahmen der mFUND-Förderrichtlinie (Förderlinie 1) des Bundesministeriums für Digitales und Verkehr (BMDV) fördert kleine Forschungsvorhaben und Machbarkeitsstudien mit starkem Datenbezug zum BMDV-Geschäftsbereich (Mobilität, Infrastruktur, Umwelt, Satellit, Wetter). Ziel ist die Entwicklung innovativer Datenanwendungen und die Identifikation künftiger Datenbedarfe.

Projektskizzen können in vier Kategorien eingereicht werden:

  • Kategorie A: Kleine F&E-Projekte oder Vorstudien mit starkem Bezug zu BMDV-Daten.

  • Kategorie B: Zusätzlich zu A: direkter Beitrag zum Strukturwandel in Kohleregionen (§17 InvKG). Für das Mitteldeutsche Revier Sachsen sind keine Einreichungen mehr möglich.

  • Kategorie C: Zusätzlich zu A: Bezug zum mFUND-Jahresthema 2025 „Mobilität ohne Grenzen: Gemeinsame Dateninnovationen in Europa“.

  • Kategorie D: Zusätzlich zu A: Digitalisierung im Bauwesen (z. B. BIM, Digitale Zwillinge), mit Praxispartnern und operativer Anwendung.

Deadlines:

  • Start der Antragseinreichung: 01. Januar 2025

  • Letzter Abgabetermin: 31. Dezember 2025

  • Fortlaufende Einreichung innerhalb dieses Zeitraums möglich.

Teilnahmebedingungen:

  • Nur juristische Personen (öffentlich oder privat).

  • Sitz in der EU/dem EWR oder der Schweiz erforderlich.

  • Nachweis eines erheblichen Bundesinteresses.

  • Projektbeginn erst nach Förderzusage.

  • Keine Förderung von reinen Projektneugründungen.
