Funding Programme for Collaborative Research in Microelectronics under the Chips Joint Undertaking (Chips JU)

The programme supports industry-driven, pre-competitive collaborative R&D projects in microelectronics—particularly semiconductor chips—including interdisciplinary aspects (e.g., cyber-physical systems, integrated photonics, quantum technologies, embedded software). Projects should focus on building capacities, competencies, and facilities to enhance Europe's microelectronics value chains, competitiveness, and technological sovereignty.

Funded activities include:

  • Industry-driven collaborative R&D with significant innovation and risks

  • Capacity-building projects strongly connected to European industry

  • Establishment and European networking of national competence centres

  • Development of advanced design capacities for integrated semiconductor technologies

  • Expansion of pilot production facilities, including quantum chips and related semiconductor technologies

Important Conditions:

  • Proposals must align with the ECS Strategic Research and Innovation Agenda and the Chips JU annual work programme.

  • Projects must involve collaboration between industry (at least 2/3 of effort) and academia or research institutions (maximum 1/3).

  • German consortium partners must contribute at least 10% of the total project effort, with an overall consortium size of at least 50 person-years.

  • Results must primarily be utilised within Germany, the EEA, or Switzerland unless explicitly approved otherwise.

Deadlines:

  • Annual calls are published via Chips JU (https://www.chips-ju.europa.eu); exact dates vary yearly.

  • All individual call will be made availabe on KETMarket.eu, as soon as announced

Expected Outcome

  • Strengthened innovation capability in microelectronics

  • Enhanced technological sovereignty and resilience in semiconductor supply chains

  • Increased European participation in international standardisation

  • Transfer of academic research to industrial application

  • Expansion of specialised workforce competencies

  • Demonstration and piloting of new technologies, increased patenting, licensing, and standardisation

  • Strengthened European industry position in the global semiconductor market

Scope

Supported are pre-competitive collaborative projects involving significant technological innovation and risks. Activities include building competencies and facilities closely linked to European industry. The projects must have clear European industry connections, demonstrate significant added value for industry and society, and involve sustainable business models and professional management structures (e.g., One-Stop-Shops). Fundamental research is excluded. Each project must demonstrably support Germany’s national strategic framework for trustworthy and sustainable microelectronics, showcasing results through demonstrators or pilots.

Ziel ist der Aufbau von Kompetenzen, Kapazitäten und Infrastrukturen, um Europas mikroelektronische Wertschöpfungsketten zu stärken, die Wettbewerbsfähigkeit zu erhöhen und technologische Souveränität sicherzustellen.

Gefördert werden:

  • Industriegetriebene, vorwettbewerbliche FuE-Verbundprojekte mit hoher Innovationshöhe und Risiken

  • Vorhaben zum Aufbau von Kapazitäten mit starker europäischer Industrieanbindung

  • Aufbau nationaler Kompetenzzentren und deren Vernetzung in Europa

  • Entwicklung fortschrittlicher Entwurfskapazitäten integrierter Halbleitertechnologien

  • Erweiterung bestehender und Entwicklung neuer Pilotanlagen, z. B. für Quantenchips

Wichtige Teilnahmebedingungen:

  • Ausrichtung der Vorhaben an ECS Strategic Research and Innovation Agenda und dem jährlichen Arbeitsprogramm des GU Chips

  • Mindestens zwei Drittel der Arbeit durch industrielle Partner, maximal ein Drittel Forschungseinrichtungen

  • Deutscher Anteil mind. 10 % der Gesamtarbeitsleistung (mind. 50 Personenjahre gesamt)

  • Ergebnisse primär in Deutschland, im EWR oder der Schweiz nutzbar; Ausnahmen bedürfen der Zustimmung

  • Jährliche Ausschreibungen auf der Webseite des JU Chips (https://www.chips-ju.europa.eu); genaue Termine variieren jährlich.
