CEF Transport Alternative Fuels Infrastructure Facility (AFIF)

Description

The objective of the Alternative Fuels Infrastructure Facility (AFIF) call for proposal is to support the deployment of alternative fuels supply infrastructure, contributing to decarbonising transport along the TEN-T network. This call for proposals covers the roll-out of alternative fuels infrastructure for road, maritime, inland waterway and air transport. In addition to the support to high power electricity recharging stations and hydrogen refuelling stations, the following new funding opportunities will be available:

  • Support to Megawatt recharging stations for Heavy Duty Vehicles
  • Support to electricity and hydrogen supply at airports
  • Support to electricity supply and ammonia and methanol bunkering facilities in ports

This is a call for proposals for EU action grants in the field of Transport under the Connecting Europe Facility (CEF).

The call covers the following topics:

  • CEF-T-2024-AFIFCOEN-UNITS: Alternative Fuels Infrastructure Facility - Unit Contributions
  • CEF-T-2024-AFIFCOEN-COSTS: Alternative Fuels Infrastructure Facility - Co-Funding Rate

Funding Amount per Project

  • CEF-T-2024-AFIFCOEN-UNITS:

    • €30,000 per recharging point ≥150 kW

    • €60,000 per recharging point ≥350 kW

    • Minimum EU contribution per project: €2,000,000

  • CEF-T-2024-AFIFCOEN-COSTS:

    • Co-funding up to 50% of eligible costs (70% in outermost regions)

    • Minimum EU contribution per project: €1,000,000

    • Grant ceilings:

      • Recharging point ≥1 MW: max 50–70% of eligible costs

      • 350–1000 kW: max €60,000

      • 150–349 kW: max €30,000

Submission Deadlines

This is a rolling call with multiple cut-off dates:

  1. 11 June 2025, 17:00 CET

  2. 4 March 2026, 17:00 CET

Eligible Types of Businesses

  • Legal entities, public or private.

  • International organisations are eligible.

  • Entities without legal personality may be eligible if legally authorized.

  • Natural persons are not eligible, unless sole traders (self-employed).

Projects must include financing approval from a financial institution (excluding equity-only financing).

Eligible Countries

  • EU Member States eligible for the Cohesion Fund, as listed in Annex IV of Commission Implementing Decision (EU) 2021/1130.

  • Other countries only exceptionally, if their participation is deemed essential.

  • Activities must take place in eligible countries.

Expected Outcome

The funded projects are expected to:

  • Contribute to EU climate neutrality goals.

  • Enable widespread deployment of alternative fuel infrastructure.

  • Improve availability and accessibility of electric and hydrogen charging, and renewable bunkering options across Europe’s main transport corridors and nodes.

Scope

The following Actions will be supported:

  • Actions supporting the deployment of electricity recharging infrastructure for Heavy-Duty Vehicles, equipped with recharging points of respectively minimum 150kW, 350kW and 1MW power output.
  • Actions supporting the roll-out of hydrogen refuelling infrastructure for Heavy-Duty Vehicles.
  • Actions supporting the roll-out of hydrogen refuelling infrastructure for public transport in bus depots for railways on sections of the TEN-T rail network for which a derogation from the electrification requirement has been granted and on isolated networks, in line with the applicable TEN-T Regulation, or in terminals for refuelling shunting locomotives.
  • Actions supporting the roll-out of hydrogen refuelling and electricity recharging infrastructure dedicated to inland waterway and maritime vessels, vessels, vehicles and equipment for port operations and airports.
  • Actions supporting the deployment of bunkering infrastructure for ammonia supply to maritime and inland waterway vessels and vessels for port operations for TEN-T maritime ports and inland ports.
  • Actions supporting the deployment of bunkering infrastructure for methanol supply to maritime and inland waterway vessels and vessels for port operations for TEN-T maritime ports and inland ports.

Costs related to vehicles or vessels will not be eligible, except for vessels in the case of inland waterway and short sea shipping, if an initial number of vessels is needed to kick-start the use of the supported recharging/refuelling infrastructure. In such case, the eligible cost shall be limited to the difference of cost between a fossil-fuel vessel and the zero-emission vessel(s).

Costs related to the production of green hydrogen for the purpose of transport will be eligible as synergetic elements under the conditions specified in Section 10.6 of the Work Programme.
