BMBF Programme: “Applications in Civil Security” within the Programme “Research for Civil Security – Together for a Safe Life in a Resilient Society”

This funding programme aims to support consortia conducting pre-competitive research and development (R&D) for innovative and practical civil security solutions. It targets both user-led and company-led projects that address concrete capability gaps or needs within real-world civil security scenarios.

The call promotes interdisciplinary collaboration between end-users, industry, and research institutions to improve disaster preparedness, crisis response, and technological sovereignty in Germany. Funded projects must show high innovation potential and focus on transferring research results into application and practice, including through demonstration and validation under realistic conditions.

The programme is structured into two modules:

  • User Module: Led by civil security actors (e.g. emergency services, infrastructure operators). Projects must demonstrate direct application of results.

  • Company Module: Led by companies in close cooperation with users. Projects must mainly benefit the companies involved.

Eligible applicants include:

  • Security authorities and emergency organisations

  • Critical infrastructure operators

  • Municipalities and civil society organisations

  • Private security companies

  • Universities, research institutions, SMEs and large companies

Participation by international partners is allowed, especially from Austria. Projects must be collaborative; individual applications are not eligible.

Deadlines:

  • Opening Date: now open

  • First deadline: 15 September 2024

  • Next: every 15 March and 15 September until 15 September 2029

  • For Austria-Germany joint projects: only 15 March annually, starting 15 March 2025

Important conditions:

  • Proposals must be submitted in consortia (user- or company-led)

  • Minimum of 2 and maximum of 3 partners per consortium

  • Austrian partners must apply through KIRAS programme

  • A midterm milestone must be planned for project continuation

  • Projects must include a dissemination and exploitation plan

Expected Outcome

The programme aims to close capability gaps in civil security by fostering sustainable research collaboration among science, industry, and end-users. It targets measurable improvements in the implementation and usability of developed solutions. Expected impacts include patents, investment activity, service and product innovations, training concepts, policy recommendations, and improved decision-making tools. Emphasis is placed on real-world usability, dissemination, and knowledge transfer.

Scope

Funded are pre-competitive, user- or company-led collaborative R&D projects that are directly aligned with urgent civil security needs. Solutions must be innovative, applicable in practice, and go beyond the state of the art. Eligible activities include technology and concept development, qualification of existing solutions, and field trials. Legal, ethical, and societal aspects should be included if relevant.

Diese Förderrichtlinie unterstützt vorwettbewerbliche Verbundvorhaben zur Entwicklung innovativer und praxistauglicher Lösungen im Bereich der zivilen Sicherheit. Gefördert werden anwender- und unternehmensgeführte Projekte, die sich an konkreten Bedarfen der zivilen Sicherheitsakteure orientieren und deren Handlungsfähigkeit stärken.

Ziel ist es, Forschungs- und Entwicklungsergebnisse in die Anwendung zu überführen und so die Resilienz und Sicherheitsarchitektur Deutschlands nachhaltig zu verbessern. Besonderer Fokus liegt auf der Zusammenarbeit zwischen Wissenschaft, Wirtschaft und Anwendern.

Zwei Module stehen zur Verfügung:

  • Modul Anwender: Projektkoordination durch einen Anwender; Ergebnisse müssen in der eigenen Praxis umgesetzt werden.

  • Modul Unternehmen: Projektkoordination durch ein Unternehmen mit enger Einbindung relevanter Anwender.

Antragsberechtigt sind:

  • Behörden und Organisationen mit Sicherheitsaufgaben

  • Betreiber Kritischer Infrastrukturen

  • Kommunen, zivilgesellschaftliche Organisationen

  • Private Sicherheitsunternehmen

  • Hochschulen, Forschungseinrichtungen, Unternehmen

Ausländische Partner sind teilnahmeberechtigt, insbesondere aus Österreich im Rahmen gemeinsamer Projekte. Einzelvorhaben sind nicht förderfähig.

Einreichfristen:

  • Eröffnung: sofort

  • Erste Frist: 15. September 2024

  • Weitere Fristen: jeweils am 15. März und 15. September bis 15. September 2029

  • Bei deutsch-österreichischen Projekten: nur am 15. März, erstmals am 15. März 2025

Wichtige Voraussetzungen:

  • Verbundprojekte mit 2–3 Partnern

  • Ergebnisse müssen in die Praxis überführt werden

  • Meilenstein zur Projektmitte ist verpflichtend

  • Verwertungs- und Verbreitungsplan ist erforderlich
