The program 'Regional Managements of Future Regions' aims to foster inter-municipal collaboration among counties and independent cities in Lower Saxony, Germany. By enabling cooperation beyond administrative borders and involving economic and social partners, the initiative helps to unlock region-specific growth potential and tackle pressing regional challenges. Recognized 'Zukunftsregionen' (Future Regions) are eligible to establish or expand regional management offices that develop and initiate projects aligned with strategic regional concepts.

These regional management structures serve to implement the strategic 'Zukunftskonzept' (Future Concept) by facilitating project development, stakeholder engagement, and submission of funding applications. The program supports both the creation and operation of these management bodies.

Only lead partners from officially recognized Zukunftsregionen, which have received formal approval from the EFRE and ESF+ managing authority for the 2021–2027 funding period, are eligible. Municipalities not recognized as Zukunftsregionen are excluded from participation.

The program offers non-repayable grants covering up to 70% of eligible costs in standard development regions (SER) and up to 90% in transitional regions (ÜR). Eligible expenses include staff costs and an overhead flat rate of 40% of personnel expenditures. If regional management is outsourced, contractor fees are also eligible. The maximum annual grant is capped at 210.000 Euro (SER) or 270.000 Euro (ÜR), and support runs through the EU funding period until 31 December 2028.

Non-eligible costs include recoverable VAT, interest, personnel costs embedded in existing structures without significant new responsibilities, and costs for maintenance or repairs.

Applications must be submitted before project start via the NBank customer portal, and submission is validated by the physical receipt of signed documents at NBank.
